Visioning 1: (Feb. 1 – Apr. 1, 2025)

Visioning 1: (Feb. 1 – Apr. 1, 2025)

The vision is a vital part of the Central Maui Community Plan. It describes the future we are trying to achieve with the goals, policies, and actions within the community plan. In order to craft this vision, planners went to the community and conducted surveys to gather feedback from the community regarding four questions:

Insights illustrated through infographics based on comments from 409 participants who completed the survey at our community events.

What do you want MORE OF in Central Maui?
What do you want LESS OF in Central Maui?
What are Central Maui’s CHALLENGES?
What do you want to PRESERVE in Central Maui?

Community Design (Sept. 5 – Nov. 15, 2025)

The Community Design workshops gave the community members the opportunity to comment on areas in Central Maui they want to change, areas they want to stay the same, and ideas for Central Maui.  The input from the Community Design Workshop will inform the land use plan, policies and actions in the draft Central Maui Community Plan update.

Growth Scenarios (Feb. 06 – Mar. 15, 2026)

For the Growth Scenarios Workshops, planners shared four geographic areas, each with different growth scenarios for discussion. The Wailuku Town Area, Kahului Harbor Area, and Kahului Industrial Area were identified as Areas of Focus, while the Kahului Shopping Area was identified as an Area of Transformation. In addition, portions of Wailuku, Kahului, and Waikapū were identified as Areas of Enhancement, where targeted improvements could strengthen existing neighborhoods, businesses, and public spaces.

These scenario types were developed in recognition of community feedback that Central Maui should largely remain an area of stability, with strategic investments and improvements that support existing communities. At the same time, specific locations were identified where more significant change or redevelopment may be needed to better meet the future needs of Central Maui residents. The areas selected for evaluation were based on the existing Central Maui Community Plan map, the Maui Island Plan Directed Growth Plan, information from large landowners and developers, and community feedback gathered through engagement events. These scenarios have the capacity to accommodate projected future housing needs which, according to the Population and Employment Forecast, range from 77 to 1,420 new housing units by 2043.

Area of Stability

Protect natural resources and preserve existing character.

  • Conservation (State Land Use Conservation District)
  • Agriculture/Open Space (State Land Use Agriculture District; Maui Island Plan Protected Lands)
  • Rural Communities (Maui Island Plan Rural)

Area of Enhancement

Maintain existing character and improve infrastructure and facilities.

  • Existing Neighborhoods and Development (Maui Island Plan Urban, Maui Island Plan Small Town)
  • Coastal Resilience (SLR-XA)

Area of Focus

Enhance character through targeted policies and improvements.

Area of Transformation

Advance substantial changes.

  • Planned Improvements (Project Districts and entitled projects)
  • Areas of Potential Transformation (Areas targeted for major redevelopment and improvements)
